Village of Dolton
Request for Proposal (RFP) for Towing Services
 
Introduction
The Village of Dolton, located in the state of Illinois, invites qualified and experienced towing companies to submit proposals for providing towing services within our municipality. This RFP outlines the requirements and expectations for the provision of these services.
 
Scope of Services
The selected towing company will be responsible for:
 
  1. Routine Towing: Removal of vehicles that are illegally parked, abandoned, or involved in accidents.
  2. Emergency Towing: Prompt response to accidents or breakdowns within the municipality.
  3. Storage Services: Secure storage for towed vehicles until they are claimed by the owner or otherwise disposed of.
 
Qualifications
To be considered, towing companies must meet the following qualifications:
 
  1. Licensure: Must hold all necessary licenses required by the state of Illinois.
  2. Insurance: Must carry appropriate levels of insurance, including but not limited to liability, property damage, and worker’s compensation.
  3. Bonding: Must be bonded as required by the state of Illinois.
  4. Experience: Demonstrated experience in providing towing services to municipalities or similar entities.
 
Submission Requirements
Interested companies must submit the following information in their proposal:
 
  1. Company Profile: Including the history of the company, ownership details, and contact information.
  2. Licensure and Insurance Documentation: Proof of all required licenses, insurance policies, and bonding.
  3. Experience and References: A detailed description of the company’s experience in towing services, particularly for municipalities, and at least three references from similar clients.
  4. Service Plan: A detailed plan for how the company will meet the needs of the municipality, including response times, availability, and capacity for routine and emergency towing.
  5. Pricing: A clear and comprehensive pricing structure for all services offered.
  6. Compliance: A statement confirming compliance with all federal, state, and local laws and regulations.

All proposals must be submitted in a sealed envelope and delivered to the following address by August 1, 2024 at 4:00PM

Evaluation Criteria
Proposals will be evaluated based on the following criteria:
  1. Compliance with submission requirements.
  2. Qualifications and experience of the company.
  3. Quality and comprehensiveness of the service plan.
  4. Pricing and overall cost-effectiveness.
  5. References and past performance.
 
Terms and Conditions
  1. The Village of Dolton reserves the right to accept or reject any or all proposals.
  2. The Village of Dolton may request additional information or clarification from any or all proposers.
  3. The contract will be awarded to the company whose proposal is deemed to be the most advantageous to the municipality, considering all evaluation criteria.
